Lav Agarwal was born on 19 February 1972 in Saharanpur, Uttar Pradesh. Raised in a middle-class Agarwal family, he is the son of K. G. Agarwal, a chartered accountant. A bright student from an early age, Agarwal attended the Indian Institute of Technology, Delhi, where he completed a Bachelor of Technology in Mechanical Engineering in 1993.

After graduating from IIT Delhi, he prepared for and cleared the Union Public Service Commission examination. He joined the Indian Administrative Service in 1996 and was allotted the Andhra Pradesh cadre.
