Early life and background

Montek Singh Ahluwalia was born on 24 November 1943 in Rawalpindi, then part of the Punjab Province in British India. His family moved and settled in Delhi after the partition of 1947. He grew up in a family with a father who worked in the Defence Accounts Department and received his early schooling at St. Patrick’s High School, Secunderabad and later at Delhi Public School, Mathura Road.

Ahluwalia pursued higher studies at St. Stephen’s College, University of Delhi, where he completed a B.A. (Hons). He went on to study at the University of Oxford as a Rhodes scholar, taking an M.A. in philosophy, politics and economics at Magdalen College and an M.Phil. at St. Antony’s College. He has remained associated with Oxford as a Fellow of Magdalen College and has received honorary degrees from multiple institutions.

Career

Ahluwalia’s professional life spans several decades in international and Indian public service. He joined the World Bank in 1968 as a young professional and rose rapidly through its research and policy ranks. By his late twenties he was Division Chief of the Income Distribution Division in the Bank’s Development Research Centre, a notably senior position for someone of that age.

After nearly a decade at the World Bank, he returned to India in 1979 and entered public service. Over the years he held a series of senior posts in the Government of India, including Economic Adviser in the Ministry of Finance, Special Secretary to the Prime Minister, Commerce Secretary, Secretary of the Department of Economic Affairs, and Finance Secretary. He was also a member of the Economic Advisory Council to the Prime Minister and became a member of the Planning Commission in 1988.

In 2001 the International Monetary Fund appointed Ahluwalia as the first director of its Independent Evaluation Office. He assumed that office on 9 July 2001 and led the unit until he resigned in June 2004, during which time the office produced evaluations of IMF policies and operations.

Following his IMF tenure, Ahluwalia was appointed Deputy Chairman of the Planning Commission of India with the rank of Cabinet Minister. He served in that role from 6 July 2004 until 26 May 2014. During his decade as Deputy Chairman he guided the preparation of India’s Eleventh and Twelfth Five-Year Plans, titled respectively Towards Faster and More Inclusive Growth (2008–2012) and Faster, More Inclusive and Sustainable Growth (2013–2017). He also served as a Special Invitee to the Cabinet and several Cabinet Committees while in office.

Throughout his career Ahluwalia has written extensively on economic policy. He co-authored the 1975 book Re-distribution with Growth: An Approach to Policy, contributed chapters to volumes on growth and distribution, and published papers and articles in Indian and international journals on topics ranging from rural poverty to India’s reform process. In February 2020 he published Backstage: The Story Behind India’s High Growth Years, an account of policymaking between 1985 and 2014 that blends personal reflection with economic history.

Public profile

Ahluwalia has been recognized with several honorary degrees and national honors. He received a Doctor of Civil Law from the University of Oxford in 2008 and was awarded the Padma Vibhushan, India’s second-highest civilian award, in 2011 for his contributions to economic policy and public service. Additional honorary doctorates include ones conferred by IIT Roorkee and the Indian School of Mines.

He has held roles beyond government service, including membership of the board of the Public Health Foundation of India and a position as a distinguished fellow at the Centre for Social and Economic Progress in New Delhi beginning in January 2021. Ahluwalia was married to economist and public policy researcher Isher Judge Ahluwalia. The couple met while he was associated with the IMF and she was a doctoral student; they later married and had two sons. His elder son is Pavan Ahluwalia and his younger son, Aman Ahluwalia, is a lawyer. His wife died on 26 September 2020 after a prolonged illness.
