Early life and backgroundMukhtar Abbas Naqvi was born on 15 October 1957 in Bhadari in Allahabad district, Uttar Pradesh. He was raised in Allahabad and pursued higher education at institutions including FRI College in Bareilly, Anglo-Verna College and Yadgar College in Allahabad, and the Asian Institute of Higher Studies in Noida. His academic qualifications include a B.A. (Hons.), a postgraduate degree in mass communication and a postgraduate diploma in media and communication.
Naqvi comes from a Shia Muslim background. His parents are the late A.H. Naqvi and the late Sakina Begum. He has siblings named Athar Abbas Naqvi and Farhat Naqvi. He is married to Seema Naqvi; the couple married on 8 June 1983 and have one son, Arshad Naqvi. His listed hometown is Allahabad and he has an official bungalow address in Rampur, Uttar Pradesh.
Career
Naqvi entered active politics at a young age. He served in leadership roles in youth wings of the Janata Party, including as Allahabad District Vice President and General Secretary of Yuva Janata in 1978–1979, and was elected to the Uttar Pradesh state executive of Yuva Janata. In 1980 he won election from the Allahabad West Legislative Constituency.
He joined the Bharatiya Janata Party in 1986 and went on to hold a series of party and parliamentary positions. He was National Vice President of the Bharatiya Janata Yuva Morcha from 1992 to 1997 and later served as National Secretary of the BJP around 2000. He has also been responsible for central election management and coordination for the party during the 2000s and served as a National Vice-President of the BJP.
In parliamentary politics Naqvi has been elected to both houses of India’s Parliament. He won a Lok Sabha seat from Rampur and was elected to the 12th Lok Sabha in 1998. He became a Rajya Sabha member first in 2002 and was re-elected in 2010. During his parliamentary career he has been a member of numerous committees, including committees on finance, defence, external affairs, public undertakings and various select committees and consultative committees for ministries such as communications, information technology, petroleum and natural gas, and civil aviation.
In the Atal Bihari Vajpayee government he was appointed Minister of State for Information and Broadcasting with an additional charge of Parliamentary Affairs in 1998. During the subsequent years he chaired bodies such as the Air Charter Operations for Haj and led the Joint Parliamentary Committee on the functioning of Wakf boards. In November 2014 he entered the Narendra Modi government as Union Minister of State with responsibilities for Parliamentary Affairs and Minority Affairs. He resigned as Minister of Minority Affairs on 6 July 2022, the day before the expiry of his Rajya Sabha term.
