Early life and background

Neiphiu Rio was born on 11 November 1950 in Tuophema, near Kohima in Nagaland. He completed his schooling at Baptist English School in Kohima and later attended Sainik School, Purulia. For higher studies he went to St Joseph's College in Darjeeling and Arts College in Kohima, earning a Bachelor of Arts degree. He is a member of the Angami Naga community and follows Christianity.

Career

Rio began his involvement in public life at a young age. By the mid-1970s he was active in local youth politics, including a role as president of the Kohima United Democratic Front youth wing in 1974. He held a series of local leadership positions such as chairman of the Northern Area Angami Council during the mid-1980s.

His entry into electoral politics came in 1989 when he was selected as a Congress candidate for the Northern Angami-II assembly seat in Nagaland. Early ministerial responsibilities included portfolios covering sports, school education, arts and culture, and higher education. Over the 1990s he expanded his stature within the party and the state: in 1993 he became a member of the All India Congress Committee and served as Minister for Works and Housing. By 1998 he was appointed Nagaland's Home Minister.

The early 2000s were a turning point. In 2002 he resigned from the Home Ministry and later stepped down from the legislative assembly. In 2003 he returned to lead the state as Chief Minister of Nagaland for the first time. After his initial 2003–08 term, and a brief period of direct central rule in early 2008, he was re-elected and headed the state government again from 2008. He won a third consecutive term in 2013. He returned to the chief ministership in 2018 and took oath for a fifth term in 2023. Throughout his political career he has been associated with regional coalition building, including the formation of the Democratic Alliance of Nagaland (DAN) around 2002–03.
