Early life and backgroundOommen Chandy was born on 31 October 1943 in Puthuppally, in what was then the Kingdom of Travancore (now part of Kottayam district, Kerala). He completed school at St. George Government V.H.S.S. in Puthuppally and pursued higher education at CMS College, Kottayam and St. Berchmans College, Changanassery, where he earned a Bachelor of Arts in Economics. He later obtained a Bachelor of Law from Government Law College, Ernakulam. Chandy practised Christianity and was known locally by the nickname "Kunju."
Career
Chandy’s political life was spent with the Indian National Congress and its variants. He first won the Puthuppally seat in the Kerala Legislative Assembly in 1970 and continued to represent that constituency across twelve elections spanning five decades, including victories in 1977, 1980, 1982, 1987, 1991, 1996, 2001, 2006, 2011, 2016 and 2021.
During his long legislative career he held a number of ministerial portfolios in the Kerala government. He served as Labour Minister from April 1977 to October 1978, Home Minister from December 1981 to March 1982, and Finance Minister from July 1991 to June 1994. His first term as Chief Minister began in August 2004 and continued until May 2006. He returned to lead the state again from May 2011 to May 2016. After the 2006 Assembly elections he served as Leader of the Opposition.
Within party organisational structures he also held senior posts. He was appointed convener of the United Democratic Front in 1991 and again served as UDF convener in 2001. In June 2018 he took on responsibilities in the national party as General Secretary of the All India Congress Committee for Andhra Pradesh and was appointed a member of the Congress Working Committee the same year.
Public profile
Chandy’s administration received international recognition in 2013 when a Kerala initiative aimed at connecting directly with citizens — a programme built around resolving public grievances — was awarded the United Nations Public Service Award for the Asia-Pacific region in the category addressing prevention and combating of corruption in public service. The award ceremony took place in Manama, Bahrain.
His long public life also featured several high-profile controversies and legal matters. Investigations and commissions examined allegations ranging from involvement in state project awards to matters connected with private firms and land or construction issues. Multiple inquiries and court hearings resulted in findings that cleared him of corruption in some matters, and in at least one instance a court quashed an FIR related to pipeline relocation and construction irregularities, citing lack of documental evidence. A judicial commission assigned to review the Vizhinjam port agreement reported that no specific charges had been brought against him and found no need for further action. In the case arising from the 2013 solar-related scandal, investigation by police and subsequent legal processes concluded without evidence supporting the most serious allegations against Chandy; courts and commissions described aspects of the matter as having been influenced by political motivations.
Chandy’s public record also included criminal cases listed in public records, with a variety of charges noted across different periods; some entries record convictions for offences such as rioting and related public-order matters.
