Pratima Betsy Coutinho was born on 2 December 1975 in Margao, Goa, and grew up in a middle-class family there. Her parents worked in education: her father, John Mendonsa, served as a headmaster at St. Rita’s High School, and her mother, Alka Elizabeth Mendonca, was a teacher who later gave up her career to look after her daughters. Pratima has two sisters, Sonia Mendonca and Priyanka Mendonca Monteiro. She trained as a lawyer and holds a law degree.

Pratima Coutinho entered politics as a young activist. At 18 she joined the Youth Congress and within a couple of years became General Secretary of the Goa Pradesh Youth Congress. Early in her political formation she attended youth congress camps in cities such as Hyderabad, Bangalore and Chennai, and earned recognition for public speaking; one camp appearance led to her appointment as Vice President of the Goa Pradesh Youth Congress.

After completing her law degree she led the Legal Cell of the Goa Congress and later served as President of the Goa Pradesh Mahila Congress Committee. She has also held municipal office in Margao, serving as Deputy Mayor of the Margao Municipality and as market chairman of the Margao Municipal Council.

In March 2021 Pratima contested the Navelim Zilla Panchayat bypoll as an Indian National Congress candidate and lost to an independent candidate, Edwin Cipru Cardoso. She then resigned from primary membership of the Indian National Congress and from her position as Goa Pradesh Mahila Congress Committee President. Shortly afterward she joined the Aam Aadmi Party, where she has taken on leadership responsibilities. As of 2022 she is listed as Vice-President and Spokesperson of Aam Aadmi Party Goa.
