Early life and backgroundR Venkataramani was born on 13 April 1950 in Pondicherry (now Puducherry), India. He grew up in a middle‑class family in that city and later pursued legal studies at the Government Law College, Pondicherry, where he was a student of the late Prof. N. Madhava Menon. Career
Venkataramani enrolled with the Bar Council of Tamil Nadu in July 1977 and began his practice at the Madras High Court. After two years he moved to the Supreme Court of India and worked in the chambers of the late P. P. Rao, a senior advocate. He later established an independent practice at the Supreme Court and was designated a senior advocate by the apex court in 1997.
Over more than four decades at the bar, Venkataramani developed expertise across several branches of law, including constitutional law, indirect taxes, human rights, civil and criminal law, consumer law and service law. He has represented the central government, state governments, universities and public sector undertakings in important matters before High Courts and the Supreme Court. Between 2004 and 2010 he served as special senior counsel for various central government departments, and he has acted for the Supreme Court in cases concerning the service conditions of its employees.
Venkataramani has also taken on specialized roles: in 1997 he chaired an Independent Monitoring Panel formed by the World Bank, the Government of India and NTPC to oversee rehabilitation of persons displaced by NTPC projects in Uttar Pradesh and Madhya Pradesh. He was appointed Court Receiver by the Supreme Court in 2019 in the Amrapali case to protect the rights of homebuyers and oversee transfer of title and possession.
Public commissions, international work and legal education
Venkataramani has been active on a number of public law bodies. He served two terms as a member of the Law Commission of India, first appointed in 2010 and reappointed in 2013, and contributed to reports on setting up an Equal Opportunities Commission. He was also a co‑opted member of an expert group for the Ministry of Minority Affairs and participated in the Constitution Review Commission chaired by M. N. Venkatachaliah.
His involvement has not been limited to domestic institutions. He represented India as a speaker at a United Nations High Commissioner for Human Rights and International Commission of Jurists workshop in Geneva in March 2001 on the Optional Protocol to the International Covenants on Economic, Social and Cultural Rights. He has worked with the International Court of Justice in the Afro‑Asian region on matters connected to the ICESCR. In May 2022 he attended an international conference in Berlin and helped draft an instrument on the right to food with an international working group. He also took part in a Nepalese constitution drafting and experience‑sharing exercise in 2008.
In legal education, Venkataramani has longstanding links with several law schools. He has been associated since 1988 with the National Law School of India University, Bangalore, and has worked with institutions such as the National University of Juridical Sciences, Kolkata, the University of Petroleum and Energy Studies, Dehradun, and Lloyd Law College, Greater Noida. He has contributed to the design of training programmes for young lawyers and law teachers and served as a resource person at the National Judicial Academy, Bhopal.

Venkataramani’s written work includes a 1975 Tamil book on land reforms, a book on the judgments of Justice O.
