Rahul Bhat (Kashmiri Pandit) Biography

Rahul Bhat was a Kashmiri Pandit and government clerk who returned to the Kashmir Valley under a rehabilitation package. He was killed in a targeted attack

Early life and background

Rahul Bhat was born in 1989 in Sangram Pora, Beerwah, in the Budgam district of Jammu and Kashmir. He grew up in the Kashmir Valley and belonged to the Kashmiri Pandit community. His father, Bitta Ji Bhat, served in the Jammu and Kashmir Police and later retired as an assistant sub-inspector. When Rahul was about eight years old, his family left the valley following a violent incident in their village and relocated to Jammu, settling in Durga Nagar, Bantalab.

Career

Rahul entered public service and worked as a clerk in the revenue department at the Tehsil Office in Budgam. He obtained that position under a special employment package for migrants and was among the early Kashmiri Pandits to return to the Valley after securing government employment under the Prime Minister’s Rehabilitation programme. After getting the job, he and his family lived in the migrant colony at Sheikhpora in Budgam. Colleagues described him as a hardworking and conscientious official who was active in the office during difficult periods, including the post-August 2019 lockdown in Kashmir.

Personal life

Rahul was married to Meenakshi Raina Bhat; the couple married in 2010 and had a daughter named Gungun. At the time of his death he was 33 years old. Rahul’s immediate family included his father, a younger brother named Sunny Bhat who served in the police, and his mother. He is identified as Hindu and as a member of the Kashmiri Pandit caste.

Attack and death

On 12 May 2022, while working at the Tehsil Office in Chadoora town, Budgam district, Rahul was shot by two attackers who entered the office premises and asked for him before opening fire. He was taken to SMHS Hospital in Srinagar by colleagues but was declared dead at the hospital. Srinagar police later reported that the assailants used pistols in the attack. Rahul’s death was described in media reporting as a targeted killing.

Reactions and aftermath

Rahul’s killing prompted strong reactions from colleagues, officials, and the local community. Senior officers and administration representatives condemned the attack and called for those responsible to be brought to justice. His father publicly asked for a thorough inquiry into the circumstances, noting concerns about security and access to the office. Colleagues remembered Rahul for his humane qualities and dedication to work.

The killing also triggered public protests. Kashmiri Pandit employees and other residents gathered in Budgam and later attempted to march toward the Srinagar International Airport, demanding the arrest of the perpetrators and assurances of safety for migrants. The demonstrations included road blockades and confrontations with police attempting to disperse the crowds.

Investigations and developments

A few days after the attack, security forces carried out an operation in Bandipora in which two militants identified as the attackers in Rahul’s killing were reported to have been neutralized. Authorities also noted the delivery of a threatening letter to the migrant community in the aftermath of the incident, which heightened concerns among Kashmiri Pandits about safety in the Valley.

Support to the family

On 18 May 2022, the Jammu and Kashmir administration provided Rahul’s family with financial assistance and a compassionate appointment for his widow. The family received an ex gratia payment and Meenakshi Raina Bhat was given a government appointment at a higher secondary school in Jammu.

Public profile

Rahul’s death highlighted the fragile security situation faced by members of the Kashmiri Pandit community who had returned to the Valley. His killing was reported widely in national media and prompted calls for improved protection for migrant employees and those resettling in the region.

Latest updates

Following the attack, law enforcement and security agencies said they conducted operations that led to the deaths of the militants identified as responsible. Local officials expressed solidarity with the bereaved family and reiterated commitments to pursue those responsible for the crime.
