Early life and backgroundRajiv Gauba was born on 15 August 1959 in Punjab and grew up in Bihar, where he completed his schooling. He earned a degree in Physics from Patna University, graduating with first-class honours and receiving a gold medal. After clearing the UPSC civil services examination, he trained at the Lal Bahadur Shastri National Academy of Administration and joined the IAS in 1984.
Career
Gauba joined the administrative service as part of the 1982 batch and initially served in the Bihar cadre. Over the course of his career he has held a series of district- and state-level posts including sub-divisional magistrate roles in land revenue and district administration, and later district collector and district magistrate assignments in Nalanda, Muzaffarpur and Gaya. He served in executive positions related to industries and khadi and village industries, and was Resident Commissioner of Jharkhand Bhavan in New Delhi.
At the state level in Jharkhand he rose to become Chief Secretary, a post he held from January 2015 to March 2016. During his tenure as chief secretary he directed administrative measures aimed at addressing left-wing extremism in affected areas; these combined policing initiatives with developmental work such as building roads and bridges and placing young officers as district collectors and police leaders to strengthen local administration.
Gauba has also had a long career in the central government. His roles have included private secretary and director-level assignments in ministries such as Environment, Non-Conventional Energy and Defence. He served as an advisor to India’s executive director at the International Monetary Fund in Washington, D.C., from 2001 to 2005. Back in India he was Joint Secretary in the Environment Ministry and later held additional secretary positions in Electronics & Information Technology and in Home Affairs.
He became Secretary of the Ministry of Urban Development in April 2016, where he focused on improving urban infrastructure such as water supply and sewage systems and supported large-scale urban missions including the Smart Cities Mission, Swachh Bharat Mission and AMRUT. His work in the ministry included policy development for fecal sludge and sewage management and involvement in major housing redevelopment and construction projects.
Gauba went on to serve as Officer on Special Duty and then Secretary in the Ministry of Home Affairs. He was appointed Cabinet Secretary of India on 30 August 2019. As Home Secretary and later as Cabinet Secretary he was involved in efforts to streamline procurement and strengthen capabilities for forces engaged in anti-Naxal operations. As Cabinet Secretary he coordinated inter‑ministerial responses to the Covid-19 pandemic, setting up task forces and managing government-wide coordination. He also played a role in the administrative processes surrounding the reorganisation of Jammu and Kashmir in 2019.
In recognition of his service, the government has extended his tenure as Cabinet Secretary multiple times. In August 2023 the Appointments Committee of the Cabinet approved a further one-year extension, a decision made by relaxing certain service rules to allow him to continue beyond the normal term.
