Early life and backgroundRameshwar Nath Kao was born on 10 May 1918 in Varanasi, then part of British India. His family had roots in Srinagar but he was raised in Varanasi after the family moved there. His father, Dwarika Nath, served as a deputy collector. Kao completed a Bachelor of Arts at Lucknow University and went on to earn a Master of Arts in English Literature from Allahabad University. As a young man he briefly enrolled in law classes at Allahabad University before clearing the Civil Services Examination and joining the Indian Imperial Police. Early postings included training at the police college in Moradabad and service as Assistant Superintendent of Police in Kanpur and other appointments across Uttar Pradesh.
Career
Kao’s career moved from policing into security and intelligence. On the eve of India’s independence he was placed in charge of the personal security of Prime Minister Jawaharlal Nehru. In the 1950s he advised the government of Ghana under Kwame Nkrumah on creating an intelligence and security organisation and was responsible for security arrangements during high-profile visits, including Queen Elizabeth II’s state visit to India in 1950.
He took part in investigations of high-stakes incidents such as the 1955 Kashmir Princess air disaster and received recognition for his investigative work. Following the Sino-Indian War of 1962 and subsequent security concerns, Kao was appointed by Nehru as the first director of the Aviation Research Centre, established to provide strategic intelligence support to India’s military.
In 1968, at the request of Prime Minister Indira Gandhi, the Research and Analysis Wing (R&AW) was formed as India’s primary external intelligence agency. Kao was chosen to lead the new organization and became its first chief. He later served as Additional Secretary and Secretary (Research) in the Cabinet Secretariat, and over about a decade under his leadership R&AW grew into a central element of India’s security architecture.
Kao played a significant role in South Asian affairs during the 1960s and 1970s. He and a team of colleagues and advisors were involved in supporting the Mukti Bahini during the Bangladesh Liberation War, providing arms and training that assisted the creation of Bangladesh. He also advised on Sikkim’s merger into India in 1975 and maintained long-standing contacts across the region.
Politics and later roles
Kao developed close working relationships with several prime ministers. He resigned from his post after the change of government in 1977, when the Janata Party questioned R&AW’s role and independence; he returned to influence public security again when Indira Gandhi resumed office and later served as a security adviser to both Indira Gandhi and Rajiv Gandhi. In 1980 he was instrumental in the creation of the National Security Guard during a period of internal unrest in Punjab.
Public profile
Although highly influential within intelligence and political circles, Kao cultivated a private public profile. He was photographed only rarely, kept a low personal profile, and maintained a secure residence in New Delhi. Colleagues described him as incorruptible, intellectual, shy and humble, and international peers praised his discretion and professional accomplishments. He was known to speak Urdu fluently and enjoyed reciting couplets; he also had an interest in wildlife and collected horse sculptures.
Legacy
Kao is widely credited with building R&AW into a respected external intelligence service, and those who served under him were sometimes called "Kaoboys." International intelligence figures and Indian officials have included him among the leading intelligence chiefs of his era. To honour his contributions, R&AW established the annual R.N. Kao Memorial Lecture; the first lecture was delivered in 2006 on the fifth anniversary of his death.
Latest updates
After his death, materials he recorded about his life were archived; several files were made available to scholars while others were set aside to open at a later date. In recent years there has been renewed public interest in his life and work: filmmakers and producers announced projects inspired by biographies and books about him, including feature-film and web-series initiatives planned by Indian filmmakers and production teams.
Death
R.N. Kao died on 20 January 2002 in New Delhi at the age of 83. The cause of death was reported as age-related illness.
