Early life and backgroundRuchira Kamboj was born on 3 May 1964 in Lucknow, Uttar Pradesh. The daughter of an army officer and a mother who worked as a writer and professor of Sanskrit at the University of Delhi, she grew up moving between postings and attended school in Delhi, Baroda and Jammu. Punctuality and a smart appearance were values instilled in her from an early age.
After completing her formal education she sat the Civil Services Examination in 1987. She emerged as the all-India women’s topper in that year and was also the topper of the 1987 Indian Foreign Service batch.
Career
Kamboj joined the Indian Foreign Service and began a diplomatic career with early overseas experience in Paris, where she served as Third Secretary at the Embassy of India from 1989 to 1991 and learned French. On returning to New Delhi in 1991 she worked in the Ministry of External Affairs’ Europe West Division, handling relations with countries including France, the United Kingdom, the BENELUX nations, Italy, Spain and Portugal. She also managed India’s engagement with the Commonwealth of Nations and represented India at the 14th Commonwealth Heads of Government Meeting in 1995.
Between 1996 and 1999 she served in Port Louis, Mauritius, as First Secretary (Economic and Commercial) and Head of Chancery. During that period she was selected for special duties supporting Prime Minister I.K. Gujral’s visit to South Africa and supervised the state visit of Prime Minister Deve Gowda to Mauritius.
Back at headquarters she worked on foreign service personnel issues, serving as Deputy Secretary and then Director in charge of the Foreign Service Personnel and Cadre from 1999 to 2002. From 2002 to 2005 she was Counsellor at India’s Permanent Mission to the United Nations in New York, where her portfolio included UN peacekeeping, Security Council reform and Middle East issues.
Kamboj moved to South Africa as India’s Consul General in Cape Town from 2006 to 2009 and later served as Deputy Head of the Office of the Secretary-General at the Commonwealth Secretariat in London.
She made history in India’s diplomatic service by becoming the country’s first woman Chief of Protocol, a position she held from 2011 to 2014. In that role she supervised official visits by India’s President, Vice President, Prime Minister and External Affairs Minister and coordinated with foreign envoys based in New Delhi. She helped organise several high‑profile summits hosted by India, including the 2012 BRICS Summit and the 2012 ASEAN–India Commemorative Summit.
From April 2014 to July 2017 Kamboj served as India’s Ambassador and Permanent Representative to UNESCO in Paris, where she was the first woman to hold that post. Her tenure saw multiple inscriptions and recognitions for Indian cultural and heritage sites and initiatives: she led the delegation that secured the inscription of the stepwell Rani ki Vav on the World Heritage List in 2014; oversaw additions to the UNESCO Creative Cities Network for Varanasi and Jaipur in 2015; and was part of the processes that led to Ahmedabad’s recognition as India’s first World Heritage City in 2017. At the 2016 World Heritage Committee in Istanbul she led the Indian delegation through the listing of sites such as the Nalanda ruins, Khangchendzonga National Park and the Capitol Complex in Chandigarh. During her UNESCO posting, Yoga was added to UNESCO’s Representative List of the Intangible Cultural Heritage of Humanity in December 2016, and she organised an international conference on the history of zero that featured the unveiling of a bronze sculpture of Aryabhata at UNESCO headquarters.
Kamboj returned to bilateral diplomacy as High Commissioner of India to South Africa, with concurrent accreditation to Lesotho, from July 2017 to March 2019. She then served as India’s Ambassador to Bhutan from May 2019 until July 2022, presenting her credentials to His Majesty King Jigme Khesar Namgyel Wangchuck during her tenure.
On 21 June 2022 she was appointed Ambassador and Permanent Representative of India to the United Nations in New York, becoming the first woman to hold that position. She assumed charge on 1 August 2022 and served in that capacity until her retirement from the Indian Foreign Service.
