Viresh Kumar Bhawra hails from Chandigarh, India. He completed his school education at Govt. Senior Secondary School, Bayana, Rajasthan, and went on to earn a B.Sc. in Electrical Engineering from the National Institute of Technology, Kurukshetra, where he topped his university cohort. During his time at NIT Kurukshetra he also volunteered with the National Service Scheme.

After graduating in 1985, Bhawra began his professional life in the engineering sector, working as an engineer and system analyst-cum-programmer at Bharat Heavy Electricals Limited in New Delhi for almost two years before joining the civil services.

He holds a Bachelor of Laws from Panjab University and later completed a Master of Human Rights from Pondicherry University. At the time of that appointment he became the third officer to hold the top post in Punjab within a short period.

Throughout his service Bhawra has been recognised for his contributions; he and a fellow officer received the President’s Police Medal for distinguished service on Republic Day 2015.
