Early life and background

Arvind Kumar Sharma was born on 11 July 1962 in Kajha Khurd in Mau district, Uttar Pradesh. He grew up in a religious household and spent his childhood in small-town and village settings, attending local schools before completing intermediate studies at DAV Inter College, Mau. He went on to the University of Allahabad, where he earned a BA in Political Science, Philosophy & Economics and an MA in Political Science. During his student years he engaged in extracurricular activities such as poetry, ghazals and stage performances.

Career

Sharma cleared the civil services after multiple attempts and joined the IAS in 1988, allocated to the Gujarat cadre. His early postings included roles as Assistant Collector and Sub-Divisional Magistrate in Palitana, Bhavnagar. Over a long administrative career in Gujarat he served in district and divisional leadership positions, including District Development Officer, Commissioner of Mehsana and District Collector of Kheda.

He moved into senior state-level roles in the Gujarat government, holding posts that included Deputy Secretary in the Finance Department, Additional Commissioner of Industries, Secretary to the Chief Minister and Additional Principal Secretary to the Chief Minister. Sharma was involved in investor facilitation and infrastructure work in the state and served as CEO of the Gujarat Infrastructure Development Board, acquiring a reputation for expertise in infrastructure development. He was part of the team that helped relocate the Tata Nano plant from Singur to Sanand and contributed to the conceptualization and organization of the Vibrant Gujarat investment summits.

Sharma also undertook training and higher studies during his career. He completed a Master of Public Policy course with merit at the Australian National University and attended administrative and management training programs in India.

In 2014, after Narendra Modi became Prime Minister, Sharma joined the Prime Minister’s Office as Joint Secretary and later served as Additional Secretary in the PMO. He was appointed Secretary of the Ministry of Micro, Small & Medium Enterprises in April 2020, a role that drew on his background in infrastructure and investment promotion.

Politics

After taking voluntary retirement from the civil service, Sharma entered active politics. In January 2021 he joined the Bharatiya Janata Party in Uttar Pradesh as a member of the Legislative Council. He was named vice president of the UP BJP in June 2021. In Uttar Pradesh he was assigned responsibilities as a district-level Covid in-charge (Covid Prabhari) for Varanasi during a surge of cases and supervised local relief initiatives, including hospital setup and tele-consultation measures.

Public profile

Sharma has been recognized with honours during his administrative career, including a Best DDO award in Gujarat and a certificate of honour for work on resettlement and rehabilitation related to the Sardar Sarovar project. He developed a public service application called TEJ to address citizen problems more rapidly.
